City Council <br /> Meeting Minutes <br /> December 4, 2012 <br /> Page 6 of 16 <br /> Mayor Muckle explained this item was initially heard at the November 20, 2012 City <br /> Council meeting, where Council neither approved nor denied the application as the <br /> result of a 3-3 tie vote. It was Council's decision to review two resolutions at the next <br /> Council meeting; one of approval and one of denial, and be voted on by all seven City <br /> Council members. He noted six members of Council were present this evening and the <br /> vote would likely be a 3-3 vote again. He proposed to continue this matter to the next <br /> meeting but would allow a staff presentation and public comment. <br /> Planner I Robinson stated the City staff had no further presentation. <br /> Mayor Muckle noted one email was received relative to the landmarking from John <br /> Leary. He asked if the applicant wished to make a presentation. <br /> The applicant, Steve Poppitz, was agreeable with the continuance and would make a <br /> presentation at the next meeting. <br /> MOTION: Mayor Muckle moved to continue Resolution No. 76, Series 2012 to the next <br /> regular City Council meeting, seconded by Mayor Pro Tem Dalton. All were in favor. <br /> Absent: Council member Sackett. <br /> RESOLUTION No. 78 SERIES 2012 — A RESOLUTION APPROVING A <br /> PRELIMINARY AND FINAL PLAT AND SPECIAL REVIEW USE (SRU) AMENDMENT <br /> TO ALLOW FOR THE EXPANSION OF THE EXISTING PARKING LOT AND <br /> PLACEMENT OF A PICNIC PAVILION IN THE AGRICULTURAL (A)ZONE DISTRICT <br /> (701 WEST SOUTH BOULDER ROAD) <br /> Mayor Muckle requested a staff presentation. <br /> Planning Director Russ explained the applicant, the Church of Jesus Christ of Latter <br /> Day Saints, is requesting to expand the existing parking lot, remove the baseball field, <br /> and erect a 1,800 SF picnic pavilion. The property is zoned Agricultural (A) and a <br /> church is a permitted special review use (SRU). The property is located on the <br /> northwestern corner of Washington Avenue and West South Boulder Road. <br /> In 1983 the property received a SRU permit, but in the Subdivision Plat the public land <br /> dedication was waived. The picnic pavilion request requires a building permit, thus the <br /> request includes a plat. The church uses are required as part of the SRU. The current <br /> condition of the site contains 7.1 acres, a 24,000 SF Church with enough seating for <br /> 240 to 260 people, and 200 parking spaces. The access is from Washington Street. <br /> The applicant proposes to expand the existing parking lot and relocate the access point <br /> to the intersection of Hawthorne and Washington, thus improving the drainage at the <br /> site. The existing drainage facilities consist of a parking lot detention area and a <br /> detention pond at the southeast corner of the site. When built, they met or exceeded the <br />
