City Council <br />Study Session Summary <br />October 30, 2012 <br />Page 2 of 2 <br /> <br /> <br />Boulder Staff Present: Jane Brautigam, City Manager <br /> Tom Carr, City Attorney <br /> Paul Fetherston, Deputy City Manager <br /> Heather Bailey, Executive Director, Energy Strategy and <br />Electric Utility Development <br /> David Driskell, Executive Director, Community Planning and <br />Sustainability <br /> Bob Eichem, Chief Financial Officer, Finance Director <br /> Tracy Winfree, Director, Public Works for Transportation <br /> Carl Castillo, Policy Advisor <br /> <br />Boulder’s Energy Future Update <br />Heather Bailey, Executive Director, Energy Strategy and Electric Utility Development for <br />the City of Boulder spoke about Boulder’s consideration of municipalization, history, <br />opportunities and challenges. <br /> <br />FasTracks & Transportation Issues <br />Tracy Winfree, Boulder’s Director of Public Works for Transportation, gave an update on <br />US 36/Bus Rapid Transit (BRT) improvements and some history on the Northwest Rail <br />FasTracks project. The communities are looking forward to beginning the Northwest <br />Area Mobility Study to further define the improvements off of US 36 in the Northwest <br />area with further consideration of rail segmentation and BRT improvements north of <br />Boulder on Highway 119. Consensus will be needed to pursue funding and <br />implementation. <br /> <br />Louisville Historic Preservation Efforts/Funding <br />Louisville provided background on the passage of the Historic Preservation Tax passage <br />and discussed current uses of the funds, including the Grain Elevator, the Rex, and <br />residential landmarks/improvements. <br /> <br />Boulder’s Capital Investment Strategy <br />Boulder staff discussed the process the City of Boulder advanced to address its growing <br />list of unfunded capital needs. Staff outlined the timing, projects included in the ballot <br />issue, stakeholder involvement and pros and cons of bonding. <br /> <br />Other Items <br />Boulder and Louisville City Councils discussed opportunities for collaboration/joint <br />services such as Information Technology, regional attractions and possible recreation <br />facilities. Both City Councils stated that a joint meeting should occur annually and the <br />opportunity to meet is very beneficial. <br /> <br />Adjourn - The meeting adjourned at7:25 PM <br /> <br />Submitted by Heather Balser <br />November 28, 2012 <br />
