Wood stated that the zoning <br />allows for a minimum lot size of 12,000 SF. He stated that the Planning Commission <br />reviewed this matter at their July 19, 2001 meeting and recommended approval of the SF- <br />MD zoning. <br /> <br />Wood stated that the Annexation Agreement has been fully executed and has three <br />special provisions. He reviewed Section 16 of the Annexation Agreement. Those <br />provisions provide a density of four lots inclusive of the existing residence to remain at <br />201 Pine Street. The Owner shall be required to submit a PUD development plan, which <br />discloses setbacks, lot coverage and architectural guidelines. The Owner shall be <br />required to dedicate the required public use dedication in combination with trail <br />improvements for a combined total of a 15% exaction. <br /> <br />Davidson opened the public hearing and asked if the Applicant wished to make a <br />presentation. <br /> <br />Richard A. Hurley, 427 Lois Drive, Louisville, CO stated that he wished to address the <br />issues brought up by Councilmen Mayer and Sisk at the August 21, 2001 City Council <br />meeting. He stated that Councilman Sisk voiced his concern that there was an insufficient <br />amount of developable acreage after the dedication of open space and dedication of <br />Spruce Street. Hurley stated that there was some confusion due to a parcel shown as Pine <br />Street dedication. He noted that the Pine Street right-of-way is 60 feet and after the <br />dedication of Spruce Street and the 15% trail dedication, there would still be 48,000 SF. <br /> <br />Hurley addressed Councilman Mayer's concern with the size of the homes in conjunction <br />with the homes in the surrounding area. He stated that, through discussions with <br />Planning Director Paul Wood, one of the three special provisions was added to the <br />Annexation Agreement, which stipulates the development will follow the PUD process. <br />He stated that they would work with the Planning Staff on lot coverage, architectural <br />guidelines and standards. He stated that they have reviewed the PUD characteristics and <br />guidelines of the Fischer Farms proposal and that of the West Pine Subdivision. He <br />noted that they would probably use those guidelines to designate lot coverage and total <br />square footage for the homes. <br /> <br />Davidson asked if anyone in the audience wished to speak for or against Ordinance Nos. <br />1368 or 1369, Series 2001. Hearing none, Davidson closed the public hearing. <br /> <br />COUNCIL COMMENTS <br /> <br />Mayer stated that he had questions about the sizes of the homes proposed and asked <br />Planning Director Wood the allowable lot coverage under the SF-MD zoning.
