Absent: Council member Jasiak absent. <br /> DISCUSSION/DIRECTION/ACTION — MCCASLIN BOULEVARD/WASHINGTON <br /> AVENUE PEDESTRIAN/BICYCLE UNDERPASS <br /> Mayor Muckle requested a staff presentation. <br /> CIP Manager Diana Trettin explained when this project began, five alternatives were <br /> presented to the public and City Council. In 2011, the City Council decided to go with <br /> the underpass option. She introduced Design Engineer, Scott Belonger, Loris and <br /> Associates, Inc. <br /> Scott Belonger, Loris and Associates, Inc., 2586 Trailridge Drive East, Lafayette, CO, <br /> presented the underpass project design. His presentation included the present basic <br /> design features; discussion of the project budget and possible project enhancement <br /> opportunities. He reviewed the existing conditions and the proposed improvements at <br /> the Davidson Mesa Trailhead and the Harper Lake Trailhead. The proposed <br /> improvements on the Davidson Mesa Trailhead include increasing the parking from 12 <br /> to 18 spaces and the addition of a 12 X 18 foot underpass. At the Harper Lake <br /> Trailhead the parking spaces are decreased from 30 to 25 spaces. <br /> Council member Loo disclosed she lives near the underpass project. City Attorney <br /> Culley inquired about the distance from Council member Loo's house to the underpass <br /> project. It was determined her home was within 500 feet. The City Council did not feel <br /> her proximity to the project necessitated her recusal from the proceedings. <br /> Mr. Belonger continued describing the Davidson Mesa Trailhead where there will be a <br /> circular parking area, which will improve the circulation of the parking lot. The off-leash <br /> dog area has been defined to reduce conflict between the incoming cars, walkers and <br /> the dogs. In order to establish the necessary grade of the underpass, retaining walls <br /> will be installed. The parking lot at the Harper Lake Trailhead will shrink down in order <br /> to accommodate the underpass. The connection from the underpass focuses on <br /> Harper Lake to create a park-like atmosphere. There are also connections to <br /> Washington Street and McCaslin Boulevard in both directions. He noted an irrigation <br /> line prohibits the underpass grade, so the connection has been moved farther away. <br /> The project budget is $1.375 Million, including $1.240 - $1.310 Million for the basic <br /> project and $64,000 - $135,000 for enhancements. <br /> COUNCIL COMMENTS <br /> Council member Loo asked if the underpass at the Harper Lake Trailhead is located <br /> where the fall leaf drop-off currently sits. CIP Manager Trettin stated it was and noted <br /> the Parks Division has discussed moving the leaf drop-off to the east. <br />
