Staff Updates <br /> Council approved funding the Wayfinding Capital Improvement Project in 2013 <br />and 2014. $37,000 was approved for 2013 and $17,000 was approved for 2014. <br /> Spooktacular event was well attended, close to 80 participants (children and <br />adults). <br /> Mowing at Davidson Mesa is completed. Mowing targeted a Russian thistle <br />infestation east of the power-lines and also removed old mullein stocks. The <br />mowing will also benefit 2013 Spring herbicide control. <br /> A Facebook comment from David Blankinship urged OSAB to discuss a trail <br />that would be located around the perimeter of Louisville. Many segments exist <br />but need to be tied together. OSAB will include this concept in future trail <br />discussions. <br /> Scott (from the Planning Department) will be adding OSAB recommendations <br />to the Comp Plan. The plan is going to the Planning Commission on November <br />th <br />29 for a public hearing. He will keep Ember informed and she will communicate <br />with OSAB via email on the progress. <br />The contract for treatment of Russian olive re-sprouts is complete. <br /> January OSAB meeting will be held in the City Hall Spruce room since the <br />Library is unavailable. <br /> Loris & Associates and staff will present the McCaslin underpass plan at the <br />December OSAB meeting. <br /> Unfortunately, the mountain lion activity reported at Davidson Mesa was not <br />captured on the motion sensitive cameras. <br />VII. Board Update <br />Tom and Linda completed their government training. <br />VIII. Discussion Item:Dog Off-Leash Use on Open Space and Trails <br />Tom introduced the topic and gave background from the Boulder County All <br />County Board Meeting. Tom discussed the City of Boulder Open Space and <br />Mountain Parks request to consider expanding Dog Off-leash access in other <br />jurisdictions in order to relieve pressure on City of Boulder trails and Open <br />Spaces. The City of Boulder was especially concerned with the high use from <br />non-residence. <br />Tom encouraged the discussion of possible ideas including: developing an off- <br />leash program, identifying trails or segments of trails dedicated to off-leash use, <br />off-leash use on alternate days and maintaining the current model of no off-leash <br />dogs in compliance with Louisville Municipal code. <br />Tom talked about the City of Boulder’s experience with off-leash program <br />including: low compliance, increased conflicts between dogs and also increased <br />conflict between dogs & humans and the possibility of the City altering or <br />3 <br />
