Planning Commission <br />Meeting Minutes <br />September 13, 2012 <br />Page 3 of 7 <br />The Community Character discussion centered on the Elements of a Town: <br />including Street, Block and Parcel; Centers; Neighborhoods; Corridors; <br />Special District; and Parks & Open Space. <br />Each type of element of a town was discussed with examples of each within <br />Louisville. Maps were used to illustrate were the different elements are located <br />in Louisville. <br />A review of the Development Patterns in Louisville included discussion on the <br />three large-scale development patterns: urban, suburban and rural. <br />Each development pattern was reviewed and illustrated as they relate and <br />appear in Louisville. <br />Russ discussed and summarized the Community Participation Charrette week with <br />the following: <br /> Monday included time for a staffwork session and a public meeting. During <br />the day the following items were worked on: identify Louisvilleās future <br />Centers, Neighborhoods, Corridors, Special Districts, and Open Spaces and <br />whether these are Urban, Suburban or Rural. <br />Tuesday included time for a staff work session, open house, one-on-one <br />discussions and focus groups. During the day the following items were worked <br />on: discuss the strengths and weaknesses of each focus area and <br />discuss/draw specific ideas for the future. <br />Wednesday included time for staffs worksession, open house and one-on-one <br />discussion. <br />Thursday concluded the charrette week with a staff work session and a final <br />presentation. <br />Other areas of the Comp Plan reviewed by Russ included: <br />Transportation Framework: <br />1)The existing conditions of the street network. <br />a.Street Hierarchy and 2035 average daily traffic volumes <br />b.Vehicle trips based on a DRCOG analysis <br />2)Transit: <br />a.Routes <br />b.Coverage <br />c.Bus Transit <br />d.Trails <br />Market Framework: <br />1)Real Estate Market Sectors: Residential, Office/flex/industrial and Retail. <br />a.Relationship of Populations and households. <br />b.Housing stock developed between 1970 and 2000 <br />2)Changes in the Residential Market <br />3)Office/Flex Market <br />a.Land for development <br />b.Inflow/outflow of workers <br />4)Retail is a regional retail node with a surplus of capacity. <br />a.Sales Taxes by Source <br />b.Retail Exposure <br />5)Conclusion: <br />a.Near-Term Opportunity (2012-2018) <br />i.Office = Strong <br />ii.Retail = Weak <br />
