Land Use, Development and Revitalization The City has a long-standing commitment to managed growth. The Cityis currently updating its Comprehensive Plan. The City believes strongly that local control and land use planning enhance our ability to meet the goals/mission of the City Comprehensive plan and improve the overall quality of life. In addition, the Cityis working to redevelop and revitalize the Highway 42 area as well as the old Safeway site on South Boulder Road. In order for redevelopment and revitalization efforts to succeed, appropriate urban renewal tools mustbe preserved. Thus, the City supports the following positions: Position: The City supportscoordination of land use and transportation. The City supportsregional cooperation in land use planningand economic development activities. The City opposeslimiting local government authority to regulate land development. The City supports appropriate legislation that facilitates the creation of Transit-Oriented Developments (TOD). The City supports legislation to enable cooperative urban renewal projects between multiplejurisdictions. The City opposeslegislation that would unreasonably restrict the use of tax increment financing or eminent domain for redevelopment projects. The City supportslegislation that encourages and facilitates historic preservation and rehabilitation. Transportation The movement of goods and services is vital to the economic vitality of our State and necessary to maintain the high quality of life enjoyed by Coloradoans. In order to preserve our quality of life, the State Legislature must be willing to invest in the maintenance and expansion of the State’s transportation network including roads, bridges and transit projects. To this end, the City supports a 2013 statewide election to index motor fuel tax (includingdiesel, gasoline and ethanol) to inflation and a moderate increase per gallon phased over time. Additionally, the City supports developing and authorizing mechanisms to enable regions to create regional transportation authorities (RTAs) in partnership with CDOT. Position: The City supportsdesignated Statefunding for transportation/not reliant on annual General Fund allocation. The City opposesuse of HUTF for non-transportation line items. The City supports amending the HUTF statutes to provide counties and municipalities with the same discretion to use HUTF funds for transit facilities and operations as is granted to CDOT. The City supportsgreater flexibility and increased revenues for multi-modal transportation systems. The City opposes legislation to transfer maintenance responsibility of State-owned roads to municipalities without adequate short and long-term funding to meet these additional responsibilities. Support funding needed to complete the Northwest Rail project. Support additional funding alternatives to construct structured parking near existing and proposed FasTracks BRT and commuter rail stations. Support enabling RTAs to raise revenues and implement multi-modal improvements. Other issues the City intends to monitor during the session: Governmental Immunity
