If the off-leash area’s condition deteriorates, dog owners <br />may decide to forgo using the designated off-lease area and this could result in <br />an increased number of dogs off leash on Davidson Mesa. <br /> Spencer asked about limiting the opportunity to cross the street at-grade, <br />particularly given the fact that the underpass is off-set from the present at-grade <br />crossing. <br /> Budget: The project has $1.375M budgeted. The estimated cost is $1.240M to <br />$1.310M. <br /> The difference leaves between $65K and $135K for enhancements. <br />o <br /> Enhancement opportunities include: <br />o <br /> aesthetic treatments (cost estimates: $15K – 60K), <br /> retaining walls / grading treatments (cost estimates: $10K - $40K), <br /> landscape plantings and irrigation (cost estimates: $25K – 60K), <br /> additional hardscape areas (cost estimates: $12K - $18K), <br /> colored / textured hardscape treatments (cost estimates: $12K - <br />$25K), <br /> public art (greatly varied) <br /> Staff Recommendations: <br /> Staff recommendations are listed in the Dec. 6, 2012 Memorandum from <br />o <br />the City of Louisville Staff to the Open Space Advisory Board, re: <br />McCaslin Blvd. / Washington Ave. Underpass Project, Alternative ‘E’ <br />Review <br /> OSAB supports Recommendations 1 – 10. <br />o <br /> Additional recommendation from OSAB: <br /> OSAB recommends to Staff that all of the concrete on the <br />Davidson Mesa side be consistently colored to blend in with <br />the natural environment. <br /> OSAB approved Recommendations 20-27. <br />o <br /> Point 28 was removed by Staff. <br /> Additional recommendations from OSAB: <br /> OSAB recommends that landscaping and irrigation be given <br />a high priority on the Harper Lake side. OSAB also <br />recommends that the six trees being removed along <br />Washington Ave be replaced within the footprint of Harper <br />Lake Trailhead. <br /> Enhancement Opportunities: <br /> OSAB emphasizes that it is important to prioritize the aesthetic features of <br />o <br />the underpass itself because these are permanent features that cannot be <br />changed later. <br />4 <br />
