Historic Preservation Commission <br />Meeting Minutes <br />December 17, 2012 <br />Page 6 of 9 <br />La Grave asked if the HPF could afford a loan program. <br />Robinson stated there hasn’t been a financial analysis completed yet. He stated this <br />would just be an addition to our grant program. <br />Watson reminded the commission a loan program ensures the money will come back. <br />Lewis stated this was a positive and not a further drain. <br />La Grave recommended the commission figure out how the money could be used and <br />what potential impact may exist before we go forward. <br />Lewis agreed. <br />L a Grave asked what the timing was to get this to council. <br />Koertje stated he would like to have this ready for the February study session. <br />Watson asked if there were otherswho used this program and how successful were <br />they in receiving funding back. <br />Koertje stated he has only spoken with the State and they have been fairly successful. <br />Fasick asked if Fort Collins had a program like this. <br />Robinson stated they did. <br />La Grave stated there needs to be conditions on the loans, such as the structureneeds <br />to be landmarked. <br />The commission agreed. <br />Koertje asked staff if an RFP was required. <br />Robinson stated it depends on what the value of the project was. He stated he would <br />look into it. <br />Discussion – Coordination with LRC <br />Watson asked if we should include a date of significance for structures shown on the <br />historical map. For instance, the map could be color coded to show different periods of <br />houses. <br />Koertje asked if anyone wanted to be the liaison to the LRC. <br />Watson and Lewis explained why they couldn’t attend. <br />Stewart stated he could attend, but wasn’t sure if that meant he was a liaison. <br />La Grave stated he would be open to become the liaison. <br />
