City Council
Meeting Minutes
January 8, 2013
encourage preservation and participation in the program. Mr. Stewart stated he was
speaking on behalf of himself and not the Historic Preservation Commission.
APPLICANT PRESENTATION
Steven Poppitz, 1036 Walnut Street, Louisville, CO addressed staff's negative support
for the landmarking the property and noted the town is changing all the time and it was
not all about a beauty contest, but about preserving history. He explained this home
began as a two room miner's cabin, which is still visible even though the home was
remodeled. He felt the architectural and social history of this property is prominent in
Louisville and known for the Italian miners. He noted Louisville Museum Coordinator
Bridget Bacon completed an historical background of the property. He wanted to return
the home back to the historic form and urged Council to landmark the property.
Mr. Poppitz disclosed he was a member of the Historic Preservation Commission prior
to purchasing the property, but did not discuss this landmarking with the City staff or
members of the Historic Preservation Commission, nor was he involved in this action
when he was a member of the Historic Preservation Commission.
Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO supported staffs
recommendation. He noted the property was enlarged, almost doubled in size and
dramatically altered. He stated the intent of the Historic Preservation Funds was to
preserve history. He urged Council to deny the landmarking of the home. •
COUNCIL COMMENTS
Council member Sackett stated the Historic Preservation Commission recommended
landmarking and he felt the City Council should support their recommendation.
Council member Loo agreed, but stated the City has a professional staff, whose
recommendation should also be considered. She reviewed two pictures of homes on
613 Jefferson and 817 Garfield. Those homes were released for demolition on the
recommendation of the Historic Preservation Commission because the exterior
materials were not original. She stated the staff recommendation is more of a stringent
and consistent assessment of a property. She supported staffs recommendation.
Mayor Pro Tem Dalton stated the house is 100 years old with a 50-year addition. He
asked whether Council is landmarking a 1947 house or a 1908 house. He supported
staffs recommendation based on consistency.
Council member Yarnell felt the house represents the change of miner's cabin to what
they could afford in later years. She felt the home had architectural and social
significance. She supported landmarking the property.
•
