Motion passed by unanimous voice vote. <br />O’Connell was absent. <br />Regular Business – Public Hearing Items: <br /> Resolution No. 08, Series 2012 <br /> - North End Phase 3, A request for a final <br /> <br />subdivision plat for North End Phase 3 consisting of 28 single-family <br />detached lots along Larkspur Lane and Blue Star including a pocket park <br />east of Hecla Lake in Outlot L. <br /> <br /> Applicant and Representative: Ridgeline Development Corporation (Chad Kipfer) <br /> <br /> Owner: Gem Holdings LLC, North End Properties LLC, White Hawk Ranch LLC (Michael Markel) <br /> <br /> Case Manager: Sean McCartney, Principal Planner <br />Public Notice Certification: <br />Published in the Daily Camera on April 22, 2012. Posted in City Hall, Public Library, <br />Recreation Center and the Courts and Police Building and mailed to surrounding <br />property owners on April 20, 2012. <br />Conflict of Interest: <br />Moline stated the referral of the project had been received by the department he <br />works for in Lafayette. He stated and Lipton agreed he did not have a conflict of <br />interest. <br />Staff Report of Facts and Issues: <br />Russ reviewed the project with the following points: <br />A request for a final subdivision plat for North End Phase 3 consisting of 28 <br /> <br /> <br />single-family detached lots. <br />Final Subdivision Plat Amendment only affects the subdivision plat and not <br /> <br /> <br />the PUD. No changes are proposed for the PUD <br />Public Land Dedication is not required. <br /> <br /> <br />Public Street Standards are consistent with the City requirements and street <br /> <br /> <br />standards. <br />Utility Easements are consistent with City standards and appropriate for the <br /> <br /> <br />subdivision. <br />Staff recommends approval of Resolution No. 8, Series 2012 without conditions. <br />Commission Questions of Staff: <br />Lipton requested clarification of the identification of the different Outlots and Lots. <br />Russ explained and illustrated the locations of Outlots 11, 13 and 14. He then <br />explained Blocks 17, 18, 19 and 20. <br />Applicant Presentation: <br />Chad Kipfer, representing Markel Homes thanked staff for the report. He explained <br />that Phase III dovetails with Phase II of the development. <br />Commission Questions of Applicant: <br /> <br />
