Planning Commission <br />Meeting Minutes <br />June 14, 2012 <br />Page 3 of 10 <br /> <br />The windows will be located on the western half of the northern elevation <br /> <br /> <br />approximately where the sign was proposed to be located. <br />There should be minimal impact to the neighbors to the west of the site as the <br /> <br /> <br />windows face the north into the Chase Bank parking lot. <br />Staff recommends approval of the request with no conditions. <br />Commission Questions of Staff: <br />None heard. <br />Applicant Presentation: <br />Jacques Blanchard, owner of The Rex, stated the windows will allow natural light to <br />the area and will be placed 42” above floor level. The purpose of the windows is not <br />to provide a view but to provide natural light. <br />Commission Questions of Applicant: <br />Pritchard asked how many days the constructions would take. <br />Blanchard stated it should only take two days because most of the work is interior. <br />Public Comment: <br />Mariann Gibbs, 822 Lafarge Ave stated her home will be impacted by the additional <br />windows. There will be a direct view into their back yard from the windows. The roof- <br />top addition has already had a major impact on the use of their backyard and the <br />addition of the windows will impact them even more. She requested the applicant <br />consider other alternatives. <br />Pat Corbone, 822 Lafarge Ave stated his disapproval of the windows. The roof-top <br />patios, the street faire and now windows have and will have large impact on their <br />privacy in the back yard. <br />Pritchard asked for a clarification of the location of the home. <br />Corbone stated the home is directly behind the bank. He also stated the installation <br />of skylights could provide the same natural light. <br />Joel Hayes, 187 Harper stated he spends time downtown and is familiar with the <br />impacts that Gibbs and Corbone have discussed. He suggested the owner and the <br />property owners sit down to address the concerns and come up with a solution. <br />Commission Questions of Staff and the Applicant <br />O’Connell discussed the possible use of solar tubes with Blanchard. <br />Blanchard discussed the construction of the roof and the problems it creates for the <br />addition of any type of skylight application. <br />Moline asked what other lighting is in the area of the restaurant and the home. <br />McMillan stated he did not what other lighting was present. <br />Blanchard stated the bank has flood lights on the building and in the parking lot. <br />Summary Comments and Request from Staff and Applicant: <br />McMillan stated staff recommends approval of Resolution No. 12, Series 2012. <br /> <br />
