Planning Commission Meeting Minutes September 13, 2012 Page 2 of 7 property as Lot 1, Block 1; South Boulder Road Church subdivision and a special review use (SRU) to expand the current parking lot and add a 30’x60’ picnic pavilion on current vacant land used as an unimproved ball field with no landscaping. Case No. 12-019-PP/FP/SRU.  Applicant, and Representative: Bryan Keys & Associates, P.C. (Bryan Keys)  Owner: Church of Jesus Christ of Latter-Day Saints (Alan Palmer, NAC Project Manager)  Case Manager: Sean McCartney, Principal Planner Staff and the applicant request continuance to the November 8, 2012 Planning Commission meeting to allow the applicant additional time to address issues identified by staff during the review process. Staff discussed the request of continuance being a result of some comments from the Public Works Department requiring additional time by the applicant and Public Works to resolve the concerns. Moline moved and Pritchard seconded a motion to continue the LDS Church Parking Expansion and Pavilion review to the November 8, 2012 meeting. Motion passed by voice vote. Regular Business – None Scheduled  Discussion 2012 Comprehensive Plan Update – Charrette Summary and  Community Framework Alternatives Russ led a discussion of the process leading up to the discussion this evening for the 2012 Comprehensive Plan with the following points:  The Comp Plan is a tool to provide general guidance, establishing a flexible framework of community-based principles, policies and implementation strategies. th  Staff led a weeklong community design charrette on August 27.  A charrette is a collaborative community planning and design process that brings stakeholders together to develop plans for the community.  Staff has led an aggressive public outreach program to establish a Vision Statement and Core Values.  Another phase of the update has involved data collection and analysis intended to help staff and the community better understand how the City functions.  Staff worked with the following groups to develop the foundation for the framework discussion during the design charrette: GIS consultant, other consultants to complete a demographic, economic, and fiscal analysis the City.  The next step will include meeting with each of the City’s boards, commission and interest groups to discuss the draft framework and components of the various chapters of the Comp Plan. Russ reviewed the following items as a summary of the weeklong charrette:  Development history of Louisville from 1878 up to today.
