Currently served by two (2) detention ponds sized for 100-year storm; <br />a. One pond on the southeast corner <br />b. Other pond in the parking lot <br />c. Flows are not controlled. <br />2. Project will improve runoff release to Hawthorn Street: <br />a. Directed to a new sidewalk chase <br />b. Improvements to the pond in the parking lot <br />c. Improvements to the existing detention pond on the southeast <br />corner <br />Picnic Pavilion <br /> <br /> <br />Staff reviewed the five (5) criteria to the proposed project and believes the project <br />complies with all of the SRU criteria. <br />Staff recommends approval of Resolution No. 22, Series 2012, approval of a <br />Preliminary/Final Plat and special review use (SRU) amendment to allow for the <br />expansion of the existing parking lot and placement of a picnic pavilion in the <br />Agricultural (A) zone district, with one (1) condition: <br />1) The applicant shall extend the eastern sidewalk the entire length of the <br />property along the west side of Washington Avenue. <br />Commission Questions of Staff <br />Brauneis requested a basic review of drainage on hard surfaces. <br />Russ stated the applicant’s engineer would be better suited to address his questions <br />during their presentation. <br />Lipton discussed the fire code capacity, the number of parking spaces and drainage. <br />Russ stated the building was approved by the Fire District during the initial building. <br />He stated the 280 parking spaces should be adequate for a 300 person event. The <br />drainage concerns have been addressed by the applicants engineer and would be <br />best to answered during their presentation. <br /> <br />
