Planning Commission <br />Meeting Minutes <br />November 29, 2012 <br />Page 3 of 11 <br /> <br />Russ explained a Corridor also includes edges and seems. Via Apia has edges and <br />seems throughout its entire length. He added Russell is correct in that Via Appia <br />does not comply specifically with the description of a Corridor. <br />O’Connell asked about the mobile homes and townhomes being included in the <br />Corridor. <br />Russ stated residential can be included if they are fronting or orienting towards the <br />Corridor. <br />Russ presented the four (4) Community Framework Options as listed. The <br />Commissioners discussed each Option as presented. <br />Option #1, One Center – Downtown and Redevelopment Area; Population 20,281. <br />Option #2, Two Centers – Downtown/Revitalization Area and South Boulder <br />Road/Highway 42; Population 20,179. <br />Option #3, Three Centers – Downtown/Revitalization Area and South Boulder <br />Road/Highway 42, and McCaslin/Dillon; Population 22,145. <br />Option #4, Three Centers and Urban Neighborhood; Population 22,818. <br /> <br /> <br /> Option #1 – One Center – Downtown and Redevelopment Area; Pop. 20,281 <br />Lipton requested a clarification about the column base. <br />McMillan stated it was the existing zoning. <br />Lipton asked if under the existing zoning the population is 20,281. <br />Russ answered in the affirmative. <br /> <br /> <br /> Option #2 – Two Centers – Downtown/Revitalization Area and South Boulder <br />Road/Highway 42; Population. 20,179 <br />Russ stated the big change in this Comp Plan is character. <br />Russell inquired what South Boulder and Highway 42 would look like under this <br />option. <br />Russ presented a sketch/photo showing Highway 42 and South Boulder Road. He <br />explained the ideas shown in the sketch. <br />Lipton asked if the sketch ideas are part of the discussion for tonight. <br />Russ answered in the affirmative. <br />Lipton asked if the sketch idea is something to be approved through the Comp Plan. <br />He said he was not sure about the Main Street shift. <br />Russ stated no, because the sketch plan will be done in a Specific Area Plan. He <br />then explained the details. <br /> <br />
