Charges for services consist mostly of water, wastewater, and storm water utility charges (including tap fees), which are budgeted at $10.8 million for 2013. The Recreation /Senior Center fees account for $1.6 million in revenue and the Solid Waste & Recycling fees are projected at $1.2 million for 2013. As previously discussed, the 2013 budget includes a 6% rate increase in water usage fees and a 4% rate increase in wastewater usage. There is no rate increase planned for storm water fees. A 6% utility rate increase will increase the minimum water billing for each residential account from $11.40 to $12.08. The residential sewer charge will increase from $15.66 per month to $16.29 per month. Staff estimates that the rate increases will add approximately $270,000 to the 2013 Water Utility Fund revenue and approximately $72,000 to the 2013 Wastewater Utility Fund revenue (assuming a normal, non - drought, year). 10
