She stated that there are not any capital projects budgeted for the <br />Sewer Plant, because of the plant expansion in 2002. <br /> <br />Garrett Mundelein, 555 County Road, Louisville, CO, voiced concerns about the funds <br />budgeted for youth programs. He asked why the cost recovery of the youth programs is <br />not returned to youth program funds. He felt that these programs could be self-sufficient. <br /> <br />Rich Olson, 801 Owl Drive, Louisville, CO, voiced concerns about the senior budget and <br />the shortfall in the line item for busing. He stated that the senior budget has line items <br />from public works, which adds $25,000 to the budget. He recommended that those line <br />items be removed from the senior budget. He stated that in the 2001 budget, the Director <br />of Recreation cut the senior budget without consulting the Senior Board. He stated that he <br />had no knowledge that the budget was to be discussed this evening and that notice was <br />not given to the residents. He stated that he had asked for and not received a copy of the <br />proposed 2002 budget. He voiced concern on the budget transfers proposed in the 2002 <br />budget. <br /> <br />COUNCIL COMMENTS <br /> <br />Howard asked which newspaper the budget heating was published. Ray stated that it is <br />published in the Daily Camera. <br /> <br />Howard asked Ray for the recovery cost of youth programs. Ray stated that the budget is <br />calculated for 75% cost recovery for youth programs and the City subsidizes the 25% <br />balance. <br /> <br />Howard asked for clarification on the public works line items in the senior budget. Ray <br />stated that amount reflects the utility costs allocated to the senior budget. <br /> <br />Howard stated that the facility is shared and that the senior budget is paying its pro-rated <br />cost. <br /> <br />Howard asked Ray if home rule would provide for a head tax for hotels and theaters. He <br />asked if such taxes would defer the shortfall in revenue. Ray stated that the home rule <br />status does provide for implementation of such taxes if approved by the voters. <br /> <br />Howard asked that Council look to those revenue sources. <br /> <br />Brown stated that it was his understanding that the budget is available to the public <br />throughout the budget process, and that a copy is available at the Library. Ray confirmed <br />Councilman Brown's statement and stated that the public hearings are published, per the <br />State Statutes, in the Daily Camera. <br /> <br />Brown addressed the transfer of funds issue, and stated his understanding that a portion <br />of the sales tax is transferred to the open space fund.
