Historic Preservation Commission <br />Meeting Minutes <br />January 14, 2013 <br />Page 5 of 9 <br />Koertje stated this type of program will allow our grant program extend further after it <br />sunsets. <br />Watson believes something needs to be paid back so that we can keep money in our <br />pot. He asked if a grant loan would be considered income and can we offer a zero <br />percent loan. <br />Robinson stated grants are considered income. <br />La Grave stated this memo is a great start in looking toward this type of program. <br />There was discussion about the loan amounts being offered. <br />Koertje asked staff when the packets were due for City Council study session. <br />thth <br />Robinson stated February 15for the meeting on February 26. <br />Discussion – Coordination with LRC <br />La Grave stated there is a meeting with Koertje and LRC member Carlos Hernandez to <br />discuss the upcoming meeting agenda. <br />Koertje asked if Hernandez was still planning on attending CPI. <br />Robinson stated he was. <br />Stewart stated there might be a potential project on the east side of the tracks that could <br />have a big impact on the existing area. He stated they are asking for Urban Renewal <br />funds. <br />Discussion – Miners’ Cabin <br />Robinson stated Jean Morgan approached staff to ask the HPC if there was a way to <br />provide a development bonus for saving the cabins. He stated if they grant an <br />easement for the preservation of the cabins then they could get credit for the area <br />underneath the cabins for their overall development standards. <br />Stewart asked staff who owns the property. <br />Robinson stated Michael McAlpine. <br />Stewart asked how the triangular piece of land to the west would be handled. <br />Robinson stated it might be best if the ownership of the two parcels was consolidated. <br />Stewart stated he appreciated staff’s work on this and appreciated the idea of the <br />preservation incentive. <br />La Grave asked if staff could continue pursuing this project. <br />Stewart asked how the City would be able to offer these type of incentives. <br />
