An adopted Management Plan for this property is <br />focused to protect community character, preserve the area's cultural heritage, provide <br />wildlife habitat and provide recreational & educational opportunities for the public. <br />WhyIsthisprojectneededandhowdoesitsupportCityCouncil'sgoals? <br />WhyIsthisprojectneededandhowdoesitsupportCityCouncilsgoals? <br />Funding for this project is needed to complete the vision outlined in the Management Plan. <br />In 2013 funds will be necessaryfor 1) planningthe interpretive educationelements and <br />educational trail system near the homestead and 2) design and construction of a water <br />pipeline to convey water from Hecla Reservoir to Harney Lastoka for use at the Community <br />Supported Agriculture (CSA) site and the agricultural fields. <br />What benefits will this project produce or what undesirable consequences will occur if it is <br />not approved? <br />Benefits:1) Educational elements near the homestead will allow citizens to learn more about <br />current and past land uses on Harney Lastoka while also allowing access to a new area on <br />the property. 2) Water conveyed via the pipeline will allow the CSA to receive water and <br />could also allow for a longer watering window enabling the tenant to grow a greater variety <br />(MaporPhoto) <br />of crops in the agricultural fields. The water pipeline also benefits Louisville by providing an <br />opportunity to remove several open ditches within Louisville and creates new options for <br />managing water quality issues at the Louisville Reservoir. <br />Undesirable Consequences:1) If the educational component is not funded citizens will have <br />less access and knowledge of the property. 2) If the pipeline is not funded the current water <br />conveyance system will need to remain in place and the watering window and quantity will <br />be limited. <br />What realisticoptions or alternatives have been considered and what are the pros and cons <br />of each? <br />Severalother water conveyance options were considered and determined to either be too <br />cost prohibitive or not viable. The water conveyance could remain as is which would limit <br />the watering window, water quantity and create a need to keep current ditches operational. <br />10 <br />
