The subject property is zoned Industrial (I) and currently contains two city service center buildings, along <br />with three storage areas. The applicant proposes to remove these structures and replace them with a new <br />City Services Facility. The City of Louisville's wastewater treatment plant is located to the east of the <br />site and a City owned materials storage area is located to the north. Lot 2 of the empire road subdivision <br />is located to the west of the property and is currently under construction. Lot 2 has been approved for a <br />50,646 square foot storage facility and received a floodplain development permit from the Board of <br />Adjustment in August of 2008. The 2008 floodplain development permit required all structures on Lot 2 <br />be elevated a minimum of two feet above existing site grades. The property located to the south of the <br />subject site, across Empire Road, is located in Boulder County and is owned by the John D. Mayhoffer <br />Trust according to the Boulder County assessor's office. This property is used for agricultural purposes. <br />PROPOSAL: <br />The applicant proposes to remove the existing structures from the site and replace them with a new City <br />Services Facility along with ancillary structures for vehicle and materials storage. According to the <br />December 18, 2012 Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map <br />(FIRM), the property where these improvements are proposed is located within Zone "A" of the 100 year <br />floodplain. The new construction proposed is considered development within the flood regulatory <br />district. WO INPL <br />Section 17.56.168 of the LMC defines critical facilities as those structures that "if flooded may result in <br />significant hazards to public health and safety or interrupt essential services and operations for the <br />community at any time before, during and after a flood". The City Services facility is a critical facility as <br />it provides essential services and operations for the community. The LMC provides specific standards for <br />development of "critical facilities" located within areas of special flood hazard, one of which is the <br />lowest floor of any structure on the site must be elevated a minimum of two feet above what is called the <br />2 <br />
