City Council <br /> Meeting Minutes <br /> February 5, 2013 <br /> Page 3 of 7 <br /> BI-MONTHLY ECONOMIC DEVELOPMENT UPDATE <br /> Mayor Muckle requested a staff presentation. <br /> Deputy City Manager Balser updated Council on the recent economic developments in <br /> Louisville during the months of December and January. <br /> • Historic Grain Elevator— Two proposals were received: A review team will make <br /> recommendations to the HPC and Council. A development agreement with the <br /> selected applicant will come before the Council between March and April. <br /> • Highway 42 Revitalization —The LRC reviewed the DELO, LLC application for <br /> TIF funding for infrastructure improvement in the Highway 42 Revitalization Area. <br /> • Phillips 66 Property —Phillips 66 has selected a property broker and they will <br /> schedule a meeting with staff to ensure potential buyers understand the <br /> constraints on the site. <br /> DISCUSSION/DIRECTION/ACTION — MAIN STREET PATIO DESIGN CONTRACT <br /> Mayor Muckle requested a staff presentation. <br /> CIP Manager Diana Trettin updated Council on the Main Street Seasonal Patios <br /> Project. Staff is in the process of finalizing a contract not to exceed $205,000 with ECI <br /> Site Construction Management, Inc. (ECI) to create design alternatives for the hand- <br /> railings, architectural railings, and planters for the Main Street Patios. Based on <br /> comments received at public meetings the patios are designed to be 8' deep by 12' <br /> wide, which is 1 '/ times the size of the 6' deep by 8' wide existing patios, making them <br /> large enough to preclude chairs slipping off the ends and to include planters on the <br /> inside. <br /> Staff made a presentation before the BRaD committee on Monday and met with the <br /> Downtown Business Association (DBA) in January to review the Main Street Patio <br /> proposals. The DBA supported the IPE wood posts caps and handrails and hanging <br /> planters. Staff recommended Council approve the Professional Services Agreement <br /> with ECI Site Construction for an amount not to exceed $205,000 for the fabrication of <br /> the Main Street Patios, which will be in May for the summer season. <br /> COUNCIL COMMENT <br /> Council member Keany asked if the contract included any penalties if the contractor <br /> failed to deliver the patios in May. CIP Manager Trettin stated the contract does not <br /> include any penalties but there are assurances they will be completed. <br /> Council member Jasiak requested CIP Manager Trettin explain that the patios will have <br /> built- in conduits for water and power.
