Planning Commission <br />Meeting Minutes <br />November 8, 2012 <br />Page 6 of 12 <br />Camphouse stated the agreement is to allow for maintenance of the three outfall <br />areas. <br />Tengler asked if the new plan retained more water. <br />Camphouse stated the site will retain more water. <br />Russstated he reviewed the storm water plan available in the Public Works <br />Department andthe storm water drains in thetwo directions, the streets serve as the <br />conduit to South Boulder Road and north on Washington to Louisville Open Space. <br />Questions of Staff and Applicant <br />Russell asked for a clarification of the SRU. <br />Russ stated the SRU governs the site plan. The SRU cannot be revoked because it <br />goes with the property. <br />Russell asked if the traffic signal timing can be adjusted. <br />Russ stated the change would be regulated by CDOT. <br />Tengler stated the parking improvements first appeared to be part of membership <br />drive butnow he sees how the improvements will actual improve other site problems. <br />Russ stated the impacts of the improvements are in the eyes of the user. <br />Lipton asked for another clarification of the SRU and the fact that it goes with the <br />property. <br />Russ stated the City cannot revoke the use of the church. <br />Russell asked Remund about future plans for church growth. <br />Remund replied that as the membership grows then the church looks at moving or <br />adjusting boundaries and finding new church locations. <br />Russell asked how the church handles traffic overflow for the special events. <br />Remund stated they have volunteers to direct traffic. <br />Lipton stated he was going to close the public hearing and some of the audience <br />members requested another opportunity to have some additional questions <br />answered. <br />Giliberti asked if the City had any means of enforcement for the maintenance of the <br />site improvements. <br />Lipton stated the public concerns should be reported to the church first and then the <br />Public Works Department or the City Manager. <br />Bailey asked for additional clarification of the drainage from the northern section of <br />the parking lot. <br />Camphouse stated all of the new parking area will drain to the north to Washington <br />Street and then to the Louisville Open Space. <br />Summary Comments and Request from Staff <br />No additional comments or summary provided by staff. <br />
