Howard absent. <br /> <br />RESOLUTION NO. 61, SERIES 2001 - FINAL SUBDIVISION PLAT, FINAL <br />PUD DEVELOPMENT PLAN & SPECIAL REVIEW USE (AUTOMOTIVE <br />SERVICE) FOR AN OFFICE & RETAIL COMMERCIAL DEVELOPMENT, <br />CENTENNIAL PAVILIONS <br /> <br />Davidson called for Staff presentation. <br /> <br />Planning Director Paul Wood reviewed that the subject property owned by the Zurick <br />family, is a vacant 9.4-acre parcel, annexed in 1980 and is zoned CC, Commercial <br />Community. Wood reviewed that Koelbel & Company owns the undeveloped parcel to <br />west. Century Office Park is located to the south and the Cherrywood residential <br />subdivision is located to the east. The Pedersen Development Company has the property <br />under contract and is requesting approval of a final subdivision plat, final PUD <br />development plan and special review use for a one-lot commercial development. The <br />development would include a Walgreen's drugstore/pharmacy, an office building, and a <br />mixed, multi-tenant retail commercial space in three buildings; part of one is proposed for <br />an oil change facility. Wood explained that the oil change facility requires authorization <br />as a SRU in this zoning district. Wood noted that it is a two-phase project. Phase One is <br />anchored by Walgreen's, and located in the southeast part of the project. Phase Two is <br />located in southwest comer and will be a two-story professional office building. <br /> <br />Wood reviewed that the Planning Commission considered the application at several <br />public heatings. The application was approved on November 13, 2001, by a vote of 5-1, <br />with 5 conditions. All but two of the conditions have been addressed in the revised plan <br />submitted for Council action. <br /> <br />Wood reviewed the subdivision plat, which proposes a one-lot subdivision of 9.4 acres. <br />Along the north property line, a shared access drive is proposed with the adjacent <br />property. One of the remaining conditions requires dedication of the second half of the <br />access easement on the Koelbel property, along with necessary grading easements. The <br />condition requires those deeds be recorded prior to recordation of the plat or PUD. Wood <br />stressed that because this parcel has not been platted, there are policy issues to be <br />addressed. He noted that the property is subject to cost recoveries for adjacent public <br />improvements and is required to pay the McCaslin Interchange Fee at $10,000 per square <br />acre. Additionally, the property is required to pay a fee-in-lieu of public land dedication. <br /> <br />Wood reviewed the site, which is built around two primary internal drives (one N-S and <br />one E-W), dividing the site into four equal quadrants.
