CHAPTER 1 - INTRODUCTION I 1-1 <br />The plan focuses on nine Plan Elements: <br />1. Land Use <br />2. Transportation <br />3. Economic Development <br />4. Fiscal Health <br />5. Housing <br />6. Parks, Recreation, Trails and Open Space <br />7. Community Character and Urban Design <br />8. Public Facilities and Utilities <br />9. Cultural and Civic Resources <br />These elements function to compliment each other in directing <br />future policy decisions towards the implementation of the vision <br />statement and the preservation of vital community attributes. <br />They are consistent with the provisions of the DRCOG Mile High <br />Compact Agreement and State of Colorado Statutes (Title 31, <br />Article 23). <br />BACKGROUND PLANS <br />The Comprehensive Plan is the official statement of the City's <br />vision, and takes precedence over any visions expressed in <br />other planning documents. However, the principles and policies <br />contained within the Comprehensive Plan cover a broad range <br />of subject matter and only a general level of detail required or <br />desired for all topics, issues, or geographic areas within <br />Louisville. The Comprehensive Plan is therefore intended to be <br />used in conjunction with several other concurrent plans and <br />documents, both regulatory and functional. This Comprehensive <br />Plan consolidates Subarea Plans and incorporates all approved <br />Comprehensive Development Plans adopted through the <br />Intergovernmental Agreement (IGA) process. <br />It is intended that the Comprehensive Plan and each of these <br />concurrent plans and documents work in a cohesive and <br />supportive fashion, and that all future plans are consistent with <br />the Comprehensive Plan. It is the goal of the city to resolve <br />conflicts between its regulatory documents, such as the Municipal <br />Zoning Code, and the Comprehensive Plan as such conflicts are <br />identified and in a reasonably timely fashion by amendment of <br />either the regulatory documents or the Comprehensive Plan. <br />Understanding the past history of comprehensive planning in <br />Louisville helps place the critical issues and decisions of the <br />2005 Plan in perspective.
