Approval of Professional Services Agreement with Boyle Engineering four Water Resources Engineering Services PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA Mike Deborski, 601 Pine Street, Louisville, CO addressed the Highway 42 Revitalization Project Map. He explained his family business would be impacted by the street alignment supported by the City Staff. He presented a map, which he stated is preferred by RTD. He voiced support for the map as the street alignment would not cut through his property. Ronda Grassi, 915 Main Street, Louisville, CO, Vice-President, Downtown Business Association, (DBA) reported on the success of the summer Street Faire. The DBA is requesting Council permission to use the Steinbaugh Pavilion for the Winter Skate program and a donation to help fund the project. COUNCIL INFORMATION~-L COMMENTS ON PERTINENT ITEMS NOT ON THE AGENDA Council member Van Pelt statted at the September 6, 2006 City Council meeting a Louisville resident accused her of violating the City's Code of Ethics. She responded to the allegations i~or the record as follows: On the June 20 and August 2 Council meetings, she recused herself from all discussions related to one of 'the opportunity areas outlined in the comp plan. Council member Van Pelt dis~;,losed her husband is an architect and has a professional relationship with a potential developer in Area 7. She noted while the Council discussed options for this area, there was no vote or official action taken on this project, or any ether specific project in the comprehensive plan. The same citizen stated she should have recused herself from the vote on the comprehensive plan as a whole. Council member Van Pelt responded: The comprehensive plan is an advisory document and its passage inherently approves no rezoning or devE;lopment plans. She did not believe her husband's involvement with a potential project creates a conflict of interest which would preclude her from voting on the comprehensive plan. She stated if this or any project her husband is involvE;d with comes before Council, she would recuse herself from all discussions aind votes as outlined in the Charter.
