SIMMONS, CITY MANAGER <br />DATE: October 11, 2005 <br />SUBJECT: Update -SH42 Traffic and Access Study from Paschal Drive to 96th Street <br />ORIGINATING DEPARTMENT: Public Works Department <br />SUMMARY: <br />Earlier this year the City retained Carter Burgess to conduct a Traffic and Access Study on State <br />Highway 42 (SH42). The purpose of the study is to examine future capacity needs for SH42 and based <br />on those needs the right-of--way required for future laneage. The work included a review of traffic <br />impacts on South Boulder Road at the BNSF rail crossing in order to understand whether future <br />commuter rail activities will have such an impact that the footprint for the SH42/South Boulder Road <br />intersection would be impacted. The work also includes an analysis to see if a traffic signal could be <br />installed at Short Street to accommodate future traffic at the commuter rail station. The Short Street <br />signal would replace the one currently planned at Griffith Street. This would require relocation of the <br />ball field complex's main access to coincide with the Short Street intersection. <br />Future roadway improvements will require additional right-of--way. Existing right-of--way has been <br />identified and future right-of--way needs established based on alternative alignments. An arterial view of <br />the corridor showing existing and future right-of--way is attached. At Tuesday night's work session <br />David Woolfall of Carter Burgess will present findings for an alignment that will utilize additional right- <br />of-way on both the east and west side: of SH42. Council's comments will be incorporated into the <br />second Public Open House scheduled for October 27. <br />Staff will be using the findings of the report to guide future right-of--way acquisition as redevelopment <br />activities occur. Additionally, a modified access plan will be pursued with Boulder County, the City of <br />Lafayette and CDOT to identify the type; and location of future access points to Highway 42. <br />.
