Revitalization Commission
Minutes
DATE

LRC Minutes, October 8,2007, page 2

2. Discussion/Direction Revised Market Analysis The Commission discussed that
revisions to the market analysis should be kept narrow in scope, due to the limited
resources available for this task. Commissioner Hernandez volunteered to review
the proposed scope and relay comments and recommendations at the November
meeting.

3. Next Meeting Items - Review/adopt the Market Analysis RFP.

4. Next Meeting Date - November 19, 2007.

Commissioner's Comments - Commissioner Reis stated that he had disclosed to City
Council during his initial interview for the LRC about his pending interest in a property in
the Highway 42 Area and the City Council did not raise any concerns with members of the
LRC owning property in what might become the urban renewal area. He also stated the he
had requested guidance from City Attorney Sam Light regarding voting to adopt the
boundaries. Counsel Sam Light stated that owning property in the urban renewal area is
not in and of itself prohibited under the State's Ethics Statute or the City of Louisville Ethics
Code. He also stated that that voting on an issue that is general in nature, such as the
setting of the urban renewal boundary area, is not in and of itself a violation of the City of
Louisville Ethics Code.

Adjourn - The meeting adjourned at 8:00 PM.
