<br />there has been definition of the interventions, staff will invite an officer from Louisville to attend <br />an LHA meeting to discuss. <br /> <br />Public Housing Disposition- Staff notified the LHA board previously that BCHA submitted an <br />application to dispose ofalI public housing (56 units) in June of2007. The plan submitted to <br />HUD inc1 uded selling of single- family and duplex homes ( 14 units) and recapitalizing and <br />rehabilitating aggregated units (42 units). Any proceeds from the disposition process are <br />required to be used to acquire and/or develop more affordable housing. HUD had errors in <br />original approval letter issued in August, so BCHA is still waiting for final approval from HUD <br />with the corrected version. In meantime BCHA must use proceeds on acquisitions, so BCHA <br />has begun looking at properties around the county to expand the affordable housing stock using <br />the proceeds. BCHA has received approval for an additional 56 units of replacement vouchers. <br />As BCHA receives more information on the disposition process and proceeds on the release of <br />the Declarations of Trust and the recapitalization, staff will bring information to lhe board to <br />consider a potential application of the Hillside property for the LHA. Hillside is the only LHA <br />Public Housing site (13 units). A disposition of the Hillside property would likely involve a <br />recapitalization and a potential for expanding the LHA housing stock. <br /> <br />PHAS scores: Management score decreased by 2 points due to accessible unit at Hillside. To be <br />above a high performer the score must be above 90. Score is for entire agency. Last year's score <br />was 84. <br /> <br />Property Manae:ement/Maintenance Report <br />. Rent and Occupancy Update and Monthly Rental Vacancy Report <br />Vacancies: Sunnyside - abandonment discovered early last week after 1 month, but Sally <br />already has several applicants. Acme vacancy filled quickly. Hillside has 1 vacancy being filled <br />10-31-07. Regal Square vacancy has been filled with a person off the new waitlist that was just <br />opened. <br />Jay: Don't people need to give notice to current landlord, which could ta <br />Frank: Maintenance procedure is the unit is in downtime for 5 days onc ed. <br />Maintenance gets 15 calendar days to turn unit then PM gets 5 days to <br />Sally: Evictions take much longer, possibly 2-3 weeks total. Frank: There federal cuts in funding in the voucher program, but the program <br />is not going away. e worst federal cuts were sustained in 2004 and 2005 and the LHA and <br />BCHA did not re ove one participant family from the program. Staff worked extremely hard to <br />avoid any cuts and successfully managed a significant funding transition in the Voucher <br />program.
