<br /> <br />Resource Conservation <br /> <br />Advisory Board <br /> <br />Meeting Minutes <br />November 19, 2007 <br /> <br />Call to Order - Chairperson Mark Persichetti called the meeting to order at 6:45 <br />p.m. <br /> <br />Roll Call was taken and the following members were present: <br /> <br />Board Members Present: Bill 0 Donnell, Richard Smith, Beth Armbruster <br /> <br />Board Members Absent: Laura Page, Genny Braus <br /> <br />Staff Members Present: Scott Robson <br /> <br />Guests: Lisa Scumatz, <br /> <br />Approval of Agenda - The agenda was approved by all members. <br />Approval of Meeting Minutes - The minutes from the October meeting were <br />not available. <br />Minutes for November are as follows: <br />Topic: Pay as YOU Throw Trash System (PA YT). <br />Workshop at Rec Center attended by 3 city council members and 2 LRCAB <br />members, Mark and Beth. Overview of workshop discussed. <br />Communities/Cities set rate structure, Haulers set price w/ recycling imbedded in <br />price. Municipalities decide charges for 2nd trashcan. Balance needed to cover <br />cost of service. <br />Lafayette contracts w/ one hauler for PAYT. Yardwaste is picked up every other <br />week. Western uses 2 trucks. Billing is setup through water bill. Lafayette owns <br />the tubs and collects revenue. <br />Contracts w/ haulers are legal. 2/3rds awarded to lowest bidder or go w/ one <br />hauler for lowest cost to consumer. <br />Test pilot vs. whole town mentioned. <br />City council to review internal system for Louisville's billing. <br />Current recycle site and branch drop off to remain status quo. <br />LRCAB members to forward incentives to Scott, ie increase recycling, increase <br />yardwaste diversion, decrease traffic, benefits and cost from contract vs. choice. <br /> <br />Updates from Scott Robson: Malcom Fleming 2008 budget <br />LRCAB approved to get $250.00 back from sale of light bulbs. <br /> <br />City of Louisville <br />Parks & Recreation Department 749 Main Street Louisville CO 80027 <br />303.335.4735 (phone) 303.335.4738 (fax) www.ci./ouisville.co.us <br />
