City Council <br />Study Session Summary <br />February 26, 2013 <br />Page 2of 2 <br />Discussion –Parking Ordinances and Enforcement <br />Police Chief Bruce Goodman reviewed the packet information and clarified that <br />Discussion <br />the quote provided on page 18 of the study session packet, under <br />About Specific Ordinances, <br />No vehicle shall park “for a period longer than 24 <br />hours during any given day on a public right-of-way within a residentially zoned <br />area or on a public right-of-way adjacent to any residence in any zoned district” <br />was inaccurately placed in the packet.The City’s code does not have any time <br />restrictions for legal, operable vehicles remaining on public streets/right-of-ways. <br />Police Goodman believes that the current City Code on parking ordinances is <br />appropriate as these are public rights-of-way, and there are not a substantial <br />number of complaints on this issue except for duringtimes of special events <br />whenconsiderable traffic is generated. The Police Department will often track <br />down the occupant of an unknown vehicle that is parked in a residential areaat <br />the request of a resident, only to find out that a neighboring child is home from <br />college or another relative is in town. City Council discussed the pros and cons <br />of the current policy and most suggested no changes to the City’s parking <br />ordinances werenecessary. Councilor Sackett suggested some revisions may <br />be appropriate to ensure commercial vehicles did not remain on local streets <br />after working hours. <br />Discussion –Business Assistance Program Statistics <br />Economic Development Director Aaron DeJong summarized the performance of <br />businesses and projects that received assistance through the Business <br />Assistance Program. He reviewed the statistics and the cost-benefit of the City’s <br />program. Councilors reviewed the data and complemented staff on the <br />presentation. <br />City Manager’s Report/Advanced Agenda <br />City Council reviewed the advance agenda and upcoming meeting topics. <br />Discussion Items for Next Study Session on March 12, 2013and <br />Identification of Future Agenda Items <br />No additional items were suggested not currently on the advance agenda. <br />Adjourn -The meeting adjourned at 9:10PM. <br />Submitted by Heather Balser, Deputy City Manager <br />3/4/13 <br />
