Louisville Sustainability Advisory Board
Meeting Minutes
March 20, 2013
Mark P asks: Is anything at risk, or are things we are interested in at risk? Andy indicated he doesn’t
think our issues are at risk. I might be good to have people from LSAB at the Council meeting to
advocate for our issues. Lots of talk focused on word-smithing.
The Comprehensive plan is very nice! Draft posted on Planning Commission meeting notes. There
might be later versions on attachments for the April 16th. (LSAB meets the day after). The discussion
should be interesting.
VII. Building Code Board Meeting
Andy provided an update: The meeting is tomorrow (March 21 that is) night. It is the first meeting of
the year (Andy talked to Peter Guissy, Ken Swanson). Tomorrow they will talk about the entire suite
of codes. IGCC not part of formal agenda, but will come up. IECC is going to be looked at tomorrow.
The new IECC has more requirements, including a blower test requirement. Building Code board of
appeals gets to decide what the threshold for invoking (Boulder uses 500 SF). Andy said he would
attend the meeting on March 21 from 6:30 to 8:30 PM. Jim said he would try to attend (but was
unable).
VIII. Urban Gardens
Mary Ann has been busy, and has nothing new to report (she is also not here). CIP budget would
cover urban gardens. We could go for grant funding for Urban garden, too. Via the “ESMGP.”
IX. Chickens
We will need to let some people know if we are going to discuss. LSAB has been volunteered to look
into this issue. We should discuss at the next meeting. Would be good to get input on what would
happen. Somebody needs to look around at what other communities to find out how it has been going
for them. Need short white paper, after we solicit comments for next month’s meeting.
Andy is offering to do a code review of surrounding communities.
X. Energy Conservation
We could do a lot of things. Energy conservation programs can be an important compliment to code
requirements.
County Boulder’s “Environmental sustainability matching grant program” is a possible funding source.
There may be specific rebates for residents, promoting energy smart, energy in buildings, climate
changes. Grant proposal due May 7th. We should do a grant.
An issue / challenge is that the City doesn’t have a sustainability coordinator in the City says Dave S.
Could use a lead in the City, perhaps a ¼ time position or something?
Dave has a City Energy Report he would like to give a presentation of its contents next month.
Jim B would have to do an outline on how we might do a DSM program in Louisville. Jim agreed to
look at DSM program possibiliites / background for the next meeting.
Recycled water. Louisville now uses recycled water. Could expand water reuse system. Purple is
designated color for recycled water.
City might go to stage 2 water restrictions. A snow storm would be nice.
