Louisville Special City Council Meeting
February 12, 2002
Page 6

Grasso stated that there is no incentive to build a parking lot because there is not a crisis,
but a plan should be put in place. She stated that the priority on the parking issue is low.

Mayer stressed that he did not want to wait until there is a crisis and stated his preference
to stay ahead of the parking problem.

Tienken asked Council to commit in principle, and support the plan as presented and then
set aside funds when they become available.

Sisk stated that the planning process is important and a public and private parking plan is
viable.

Brown suggested that a plan be implemented.

Mayer stated his preference for Councilman Sisk's suggestion that for individual property
owners, the first two places be without cost and thereafter a fee be assessed per additional
space.

McCarthy addressed the need to bring people to the downtown area and suggested
gateway signage on Pine and Front Streets. He stressed that would help the merchants.

Brown supported the Gateway entrances and promoting the downtown area.

Sisk addressed the safety issues of the parking, and stressed that they must be well-lit,
safe parking spaces. He stated his preference for the Council to move forward and
suggested that the first two spaces be without fee and thereafter the fee per space be
$3,200 or $3,600.

Mayer stated that the first two spaces are subsidized parking.

Davidson stated that 176 additional parking spaces are not needed and it is better to have
a lower amount of parking spaces than to subsidizing two free parking spaces. He stated
that residential parking should be considered.

MOTION: Van Pelt moved that Council approve the 999 SF limitations, with a two
parking space exemption and thereafter a $5,200 fee, per usable square feet be assessed,
seconded by Sisk.

Steve Mesple, Wildwood Music Studios, 804 Main Street, Louisville, CO stated that in
18 years of business in Louisville, he has only received one complaint about the parking.
He stated that he has never had a parking problem downtown, nor have his customers and
that the problem does not exist.

Davidson supported the proposal to get the first two spaces free and thereafter, a parking
fee of $5,600 per parking space.

6
