City Council <br />Meeting Minutes <br />April 2, 2013 <br />Page 5 of 23 <br />RESOLUTION No. 19, SERIES 2013 — A RESOLUTION APPROVING A FINAL <br />PLANNED UNIT DEVELOPMENT (PUD) PLAN TO ALLOW FOR THE <br />CONSTRUCTION OF A NEW FIRE STATION, TRAINING FACILITY AND FUELING <br />ENCLOSURE FOR THE LOUISVILLE FIRE PROECTION DISTRICT <br />Mayor Muckle requested a staff presentation. <br />Principal Planner McCartney explained the Louisville Fire Protection District <br />(represented by Chief Tim Parker), has requested approval of a Final Planned Unit <br />Development (PUD) plan to allow the Louisville Fire Station #3 to be located at 2095 <br />Boxelder Street (Lot 15, Colorado Technological Center, Filing 2). This request <br />includes the construction of a training facility and fueling enclosure. The background of <br />the Louisville Fire Protection District Station (LFPD) No. 3 PUD includes the following: <br />This use requires a Special Review Use (SRU). The Louisville Fire Protection District is <br />a special district serving Louisville. They have two existing stations at 895 W. Via Appia <br />and 1240 Main Street. They maintain a district owned fleet of five fire trucks including: <br />two aerials; two command vehicles; three utility vehicles; they lease purchased one <br />brush truck and a pumper and two ambulances. <br />LFPD Station No. 3 PUD Proposal includes a 10,800 SF Fire Station, two stories high, <br />with three vehicle bays, office, meeting rooms and restrooms. They have 2,400 SF for <br />training and three stories high for controlled burns. A 600 SF Shade Structure is used <br />for staging of training materials; outdoor meetings and training consultation and a <br />fueling enclosure to hold 1,000 gallons of diesel fuel. This use is permitted by SRU for <br />fire truck use only. <br />There are two public access points for the site: one from Boxelder Street and one from <br />South 104th Street and a private driveway for the exclusive use of the Louisville Fire <br />Protection District (LFPD) along Boxelder Street. The access points are compliant with <br />the Industrial Development Design Standards and Guidelines (IDDSG). The private <br />driveway is intended for the exclusive use of the fire equipment and emergency egress. <br />The landscape plan calls for reduced water use turf grass along the streets, trees, <br />shrubs, and mulched planting beds with low volume irrigation. The rear of the property <br />proposes dry-land grasses and trees lining the perimeter of the property. The proposed <br />landscape plan meets the IDDSG requirements. <br />There is an existing 54 foot conservation easement along the east side of the property. <br />The Louisville Fire Protection District is proposing a sign, fencing and gate within the <br />conservation easement. This conservation easement was established as a buffer for <br />the open space to the east. Construction is not permitted within the easement.
