City Council <br />Meeting Minutes <br />May 7, 2013 <br />Page 8 of 16 <br />the development of small area plans and clearly refers to the Comprehensive Plan as <br />an advisory document. <br />Council member Yarnell felt there is still public concern over a plan with increased <br />density. She asked if there was a clear way to communicate this to the public. <br />City Attorney Light suggested in the Fiscal Analysis paragraph the following language; <br />"this plan does not imply that these densities are to be achieved ". He restated this Plan <br />is not a regulatory tool; there are other regulatory tools to address density. <br />Council member Keany stated the fiscal analysis is a 20 -year forecast and the market <br />analysis is not a goal of the City to build out to an exact number. He wondered if similar <br />language would address the concern. Council member Yarnell thought it would. <br />Planning Director Russ pointed to the Market Study and Fiscal Study. He suggested <br />the last sentence concerning the Market Study read "the Market Study does not imply <br />that these densities are meant to be achieved ". Council member Loo felt it should be <br />placed in the first paragraph of the Market Analysis. <br />Mayor Pro Tem Dalton and Council member Jasiak supported the proposed <br />Comprehensive Plan language revisions. <br />City Attorney Light suggested the modifications to the Comprehensive Plan be included <br />in the motion: the suggested language presented by Mayor Muckle in the Fiscal policy <br />statements and the Marginal Cost Model "the City should develop a marginal cost <br />model" - Adding "New developments, re- developments or annexations must have a <br />positive effect on the City's fiscal and economic position especially in areas that were <br />historically, commercially or retail oriented" - South of Cherry language "residential may <br />be allowed east of McCaslin in projects of exceptional quality with exceptionally strong <br />fiscal benefits to the City" - Striking "mixed use" in the introduction to the framework <br />portion for the McCaslin corridor. The language added concerning densities in the first <br />paragraph of the Market Analysis to read "the Market Study does not imply that these <br />densities are meant to be achieved ". <br />MOTION: Mayor Pro Tem Dalton moved to approve Resolution No. 18, Series 2013, <br />with modifications to the Comprehensive Plan as outlined by City Attorney Light, <br />seconded by Council member Sackett. Roll call vote was taken. The motion carried by <br />a vote of 7 -0. <br />Planner II McMillan outlined the meeting process involving the small area plans and <br />encouraged everyone to stay tuned. <br />RESOLUTION No. 22, SERIES 2013 — A RESOLUTION APPROVING A <br />PRESERVATION AND RESTORATION GRANT FOR ROOFING WORK AT THE <br />THOMAS HOUSE LOCATED AT 700 LINCOLN AVENUE <br />
