City Council <br />Meeting Minutes <br />May 21, 2013 <br />Page 13 of 19 <br />design and amenities incorporated in the development plan, and the needs of residents <br />for usable or functional open space and buffer areas can be met." <br />Considering the limited extent of the requested waiver, both in time (less than 150 days <br />per year) and bulk (a 10' diameter tower instead of a full building), the design and <br />amenities required to warrant the waiver are equally limited. Apart from the height <br />variance, no other changes from the 2012 PUD are proposed. <br />The Planning Commission held a public hearing on May 9, 2013 to consider the <br />applicant's proposal, and forwards a recommendation of approval of the Final PUD. <br />Staff recommends approval of Resolution No. 28, Series 2013 with one condition; <br />1. The mounting and testing of the generator atop of the tower shall be limited to <br />eight (8) times, or no more than 150 days per year. <br />APPLICANT PRESENTATION <br />Chip Corboy, Vice - President of Finance, Boulder Wind Power, 1812 Boxelder Street, <br />Louisville, CO, explained the company relocated their facility to Louisville last year and <br />were encouraged by the welcoming incentives offered by the City. They currently have <br />50 employees at the Louisville facility. Their business is designing and testing prototype <br />generators for wind turbines. The generators are not mass produced at the site. The <br />tower is for testing the generator and there are no blades so the unit is very quiet. <br />COUNCIL COMMENT <br />Council member Jasiak stated this is a wonderful addition to CTC. She felt the success <br />of the company depends on testing the generator. She supported the variance. <br />City Attorney Light requested a Council motion include the deletion of the words "by four <br />feet" from the third "Whereas ". <br />MOTION: Council member Jasiak moved to approve Resolution No. 28, Series 2013, <br />as amended by the City Attorney, seconded by Council member Loo.
