City Council <br />Meeting Minutes <br />May 21, 2013 <br />Page 15 of 19 <br />MOTION: Council member Loo moved to approve Resolution No. 29, Series 2013, <br />seconded by Council member Jasiak. Roll call vote was taken. The motion carried by <br />a vote of 7 -0. <br />RESOLUTION No. 3, SERIES 2013 — A RESOLUTION DESIGNATING THE <br />LOUISVILLE GRAIN ELEVATOR LOCATED AT 540 COUNTY ROAD A HISTORIC <br />LANDMARK — Public Hearing - continued froml /8/13 and 3/5/13 <br />Mayor Muckle requested a staff presentation. <br />Planner I Robinson explained Resolution No. 3, Series 2013 is a request to landmark <br />the Louisville Grain Elevator, an historic agricultural structure located at 540 County <br />Road. The structure was built around 1908 and is owned by the City of Louisville. The <br />application was originally heard on January 8, 2013, but continued to March 5, 2013, to <br />allow time for a development partner to be found and offer input, and to allow more time <br />to resolve outstanding boundary issues on the site. On March 5, 2013 the application <br />was continued to May 21, 2013 to enable the City to have a signed agreement with a <br />development partner and to resolve boundary and encroachment issues. As neither of <br />those goals has been accomplished, staff recommended withdrawing the application to <br />allow staff time to conclude negotiations with the Olde Town Group and with the <br />property owner to the south. Once all outstanding concerns have been settled, the City <br />can resubmit the application to landmark the Grain Elevator. <br />Withdrawing the application will require a new public hearing before the Historic <br />Preservation Commission before the application may be heard again by Council. The <br />alternative is to continue to date certain, which will not require a new HPC hearing, but <br />does require selection of a date for the next Council hearing. Staff recommended the <br />City Council withdraw the landmark application for the Louisville Grain Elevator to be <br />submitted at a later date. <br />PUBLIC COMMENT <br />Ashley Stolzmann, 370 S. Taft Court, Louisville, CO stated she was in favor of <br />landmarking the Grain Elevator and felt it is the City's responsibility to landmark the <br />property. She suggested setting a timeline rather than taking it off the table. She <br />supported moving forward. <br />COUNCIL COMMENTS <br />Mayor Pro Tem Dalton was not in favor of withdrawing the application and restarting the <br />process. He supported setting a date certain in July. Mayor Muckle concurred. <br />Mayor Muckle called for public comment and hearing none closed the public hearing. <br />
