Outlines a specific plan of action. <br /> This Comprehensive Plan Update evaluated the existing conditions of the City and <br /> outlines a specific action plan consistent with the City's Vision Statement and Core <br /> Community Values to address the challenges identified. This Plan outlines clear <br /> guidelines for areas experiencing change in the City. The guidelines provide a <br /> framework for both the physical characteristics and the expected fiscal performance <br /> of new development. Additionally, this document, for the first time, provides a <br /> specific strategy and set of actions aimed to ensure the City's neighborhoods and <br /> expected areas of stability remain desirable and successful. The Plan includes a <br /> table, and we have attached a more detailed version to this communication, further <br /> explaining the recommended actions. <br /> 4. Adheres to current residential densities and build-out expectations. <br /> This Comprehensive Plan remains consistent with the build-out expectations of the <br /> City and envisions density ranges consistent with the City's current zoning <br /> ordinance. The proposed Framework endorsed by City Council on December 18, <br /> 2012 maintains a city-wide projected build-out of less than 23,000 residents, <br /> consistent with the 2005 and 2009 Comprehensive Plans.
