COUNCIL COMMUNICATION <br /> TO: MAYOR AND CITY COUNCIL <br /> FROM: MALCOLM FLEMING, CITY MANAGER <br /> DATE: JUNE 19, 2012 <br /> SUBJECT: DISCUSSION/DIRECTION/ACTION — 2012 COMPREHENSIVE PLAN <br /> UPDATE: COMMUNITY VISION STATEMENT AND CORE VALUES <br /> ORIGINATING DEPARTMENT: PLANNING AND BUILDING SAFETY <br /> SUMMARY: <br /> The Planning Division is leading a City-wide effort to update the Louisville Comprehensive <br /> Plan. The Comprehensive Plan is a significant tool intended to provide general guidance, <br /> establishing a flexible framework of community-based principles, policies and implementation <br /> strategies. The Comprehensive Plan integrates and aligns regulations, infrastructure priorities, <br /> and government services with community values, needs and civic priorities. The <br /> Comprehensive Plan provides everyone a voice in envisioning and guiding the City's continual <br /> evolution through a manageable 20-year window. Specifically, the Comprehensive Plan: <br /> • Illustrates a community-based vision. <br /> • Sets the Policy Framework (goals/objectives) for the vision. <br /> • Outlines implementation and ongoing monitoring of the vision through: <br /> - Land Development Regulations; <br /> - Transportation Decisions; <br /> - Infrastructure Needs; <br /> - Capital Investments; <br /> - Prioritization of Community Services; <br /> - Regional coordination and ongoing decision-making. <br /> Updating the Comprehensive Plan is a significant effort of staff, the community, the Planning <br /> Commission, and City Council. The 2012 Update is an interactive community outreach effort <br /> intended to build on and clarify the vision established in 2005 and updated in 2009. <br /> Staff expects the 2012 Update will affirm existing policies in the current Comprehensive Plan <br /> and adding new policies that address challenges identified during the update process. This will <br /> allow the Community to better visualize, communicate, and implement the City's long-term <br /> vision. <br /> Staff is seeking discussion, direction, and action from the City Council regarding the draft 2012 <br /> Comprehensive Plan's Vision Statement and supporting Core Community Values. <br /> SUBJECT DISCUSSION/DIRECTION/ACTION — 2012 AGENDA ITEM <br /> COMPREHENSIVE PLAN UPDATE: <br /> COMMUNITY VISION STATEMENT AND 8H <br /> CORE VALUES <br />
