City of Louisville, Colorado <br /> DEVELOPMENT IMPACTS ON OPERATING COSTS <br /> As part of the City's 2012 Comprehensive Plan update process, the City's fiscal impact model was used <br /> to analyze potential revenues and costs generated by the development scenario. All operating and <br /> capital costs attributable to development are included in the analysis. See Figure 7. Cumulative Fiscal <br /> Impacts on Operating Costs, in the Appendix, below for more detail. Included in Other General Fund <br /> Revenues are license and permit fees and additional sales and use taxes. <br /> DEVELOPMENT IMPACTS ON CAPITAL COSTS <br /> The 20-year scenario is projected to generate $3.6 million from impact fees; half of which is generated <br /> by new infill residential units. The revenue generated from reoccurring taxes is projected to reach $6.5 <br /> million. Capital expenditures triggered by the scenario include new roads for greenfield development <br /> and new amenities for residents. See Figure 8. Cumulative Fiscal Impacts on Capital Costs, in the <br /> Appendix, for more detail. <br /> CUMULATIVE FISCAL IMPACTS <br /> The long-range development scenario capitalizes on infill development opportunity in the City of <br /> Louisville, Colorado, while also modeling an expected absorption of greenfield development.
