Heather will provide a date for the board to present to Louisville City Council in the April Study Session.
Kelly will present to the Council.

Walt said the most important thing is that the Council realizes the services this group has provided in the
past to the community.

Open Government Resolution 2013-01: A Resolution Designating the Place for Posting of Notices of
Meetings of the Board of Commissioners of the Louisville Housing Authority.

Heather said that at their first meeting of the year, every board and commission in Louisville has a
resolution designating a place for posting meetings. We have a strict ethics code with training every two
years. It’s a philosophy and culture in the community and reminds us what our responsibilities are to the
public.

Terri moved that we approve Open Government Resolution 2013-01.
Kelly seconded. Motion approved unanimously.

November and December 2012 Financial Statements

Richard presented the Financial Statements for November and December 2012, as seen in the Board
Packet. He provided additional transcriptions of actions that occurred in October when we did four
property transfers. Formatting changes to the Financial Statements were well received by the board.

Frank said that Regal Square transfer may happen in the next month and you will see that process in your
next set of financials.

LHA total current assets are $690,000
Fixed assets of $1.7 million
Total 2.4 million
Total liabilities of $273,000
Total income is $35,000 in the month of December, tracking to budget
Net operating income is $3,185 for LHA and
Total net is -$42; due primarily to depreciation and non-routine expenses

The board felt the new format helps with the understanding.

Land bank update

Willa said we are on track for our March 22nd closing on the Alkonis property.

In preparing for the study session:
We hired an architect to do some sketching as to what could fit on the site.
Land Use liked the direction, but thought the building forms don’t match the more urban
form they envision
We will be engaged in the small area plan process for the South Boulder Road area later
in 2013
Would be helpful to have a high level timeline

The Board recommended that we have a well thought out presentation, perhaps tried out on small groups,
to assure that the neighborhood groups don’t get locked in to being opposed to the plan.

Property Management update
a) Rent and occupancy update
Rental market continues to be strong for the three LHA properties.
97% occupancy
When we advertise, there is an immediate response; units are leased within a few
days
4
