Revitalization Commission <br />Minutes <br />July 8, 2013 <br />Page 3 of 4 <br /> <br />district has lost value. In that case, this agreement will be paid a pro-rata <br />share of the remaining increment after the district wide commitments are <br />paid. <br /> <br />A question was asked about the timing of this project versus the timing of <br />the Core Area bond. In this agreement, the Core Area Bonds are superior <br />to this commitment, but will only be so if the project moves forward and <br />the bonds are sold. The funding for the bonds come from the properties <br />within the Core Area and does not include the Safeway property. <br /> <br />A motion was made by Menaker, seconded by Muckle, to approve the <br />amended resolution approving the TIF Rebate Agreement with Tract One, <br />LLC. Motion approved 5-0 with Hernandez abstaining. Let the record <br />show that Commissioner Hernandez recused himself from deliberation <br />and from voting. <br /> <br />Aaron DeJong will put the item on the Agenda before City Council on July <br />16, 2013. <br /> <br /> <br />c. Neighborhood Planning for Little Italy and Miner’s Field <br />Aaron asked if the LRC sees a role to provide funding for improvements in <br />streetscapes and infrastructure investments for the Little Italy and Miners’ <br />Field neighborhoods. Would there be TIF money available? <br /> Commissioner Menaker supports some projects and not others. He <br />said the City has done a lot to consider the impact of the new <br />projects on the area. <br /> Commissioner Becker would like to see every opportunity that is in <br />line with the mission of the LRC <br /> Commissioner Lathrop thinks the concept idea is good and would <br />like the LRC to look at it. <br /> Commissioner Hernandez thinks it is a good idea and other <br />municipalities do it. <br /> Commissioner Tofte said parking is an issue on Griffith and parking <br />is being lost. He would appreciate the LRC looking at the issues. <br /> Mayor Muckle said we are doing a neighborhood plan. An <br />operating plan will establish a timeline and priority <br /> Troy Russ said the current city neighborhood planning priorities <br />are: <br />o Monarch – safe routes to schools <br />o Fireside – zoning issues <br />o Little Italy and Miner’s Field <br /> <br /> <br />4
