City Council <br />Meeting Minutes <br />August 6, 2013 <br />Page 14 of 16 <br />City Attorney Light read Ordinance No. 1637, Series 2013 and Ordinance No. 1638, <br />Series 2013. Resolution No. 41, Series 2013, will be continued to August 20, 2013. <br />ORDINANCE NO. 1637, SERIES 2013 — AN ORDINANCE AMENDING CHAPTER <br />17.14 OF THE LOUISVILLE MUNICIPAL CODE TO ALLOW FOR A LAYOUT <br />MODIFICATION TO MODIFY THE LAND USE PLAN INCORPORATED AS "EXHIBIT <br />A" <br />Mayor Muckle moved to approve Ordinance No. 1637, Series 2013 on first reading, <br />ordered it published and set a public hearing for August 20, 2013, seconded by Council <br />member Loo. All were in favor. <br />ORDINANCE NO. 1638, SERIES 2013 — AN ORDINANCE APPROVING A <br />REZONING OF A 4.3 -ACRE PARCEL OF LAND FROM CITY OF <br />LOUISVILLE INDUSTRIAL (I) ZONING TO CITIY OF LOUISVILLE <br />MIXED -USE RESIDENTIAL (MU -R) <br />Mayor Muckle moved to approve Ordinance No. 1638, Series 2013 . on first reading, <br />ordered it published and set a public hearing for August 20, 2013, seconded by Council <br />member Sackett. All were in favor. <br />RESOLUTION NO. 42, SERIES 2013 — A RESOLUTION APPROVING A SPECIAL <br />REVIEW USE (SRU), REZONING, PRELIMINARY SUBDIVISION PLAT, <br />PRELIMINARY PLANNED UNIT DEVELOPMENT (PUD), AND AMENDMENTS TO <br />CHAPTER 17.14 OF THE LOUISVILLE MUNICIPAL CODE FOR AN APPROXIMATE <br />14.13 ACRE PARCEL OF THE INDUSTRIAL AREA AND CALEDONIA PLACE <br />SUBDIVISIONS. THE INTENT OF THE REQUEST IS TO DEVELOP THE PROPERTY <br />WITH 244 RESIDENTIAL UNITS AND 12,000 SQUARE FEET OF COMMERCIAL <br />SPACE <br />PUBLIC COMMENT <br />John Leary, 1116 LaFarge Avenue, Louisville, CO, voiced his concerns with Resolution <br />No. 41. He believed certain information was withheld from the Planning Commission. <br />He felt the resolution establishes policy over the land dedication of a major replat. He <br />stated this development of 244 residential units will put a significant number of people <br />into the parks system. He stated this could be the most expensive development the <br />City has ever had because of the public financial commitment. He questioned the <br />proposal for a mixed -use development and the estimate of sales tax. He noted in most <br />developments the developer pays for the infrastructure, but this project requires the <br />public to subsidize the improvements. <br />MOTION: Mayor Muckle moved to continue Resolution No. 41, Series 2013 to August <br />20, 2013, and to incorporate Mr. Leary's comments into the record, seconded by Mayor <br />Pro Tem Dalton. All were in favor. <br />
