He stated that as Staff <br />members come and go and Council members come and go, there will be no way of <br />determining the changes brought by the current business owners. <br /> <br />Mayer stated that the parking will have to be provided to encourage the small downtown <br />businesses. However, there has to be a commitment by the businesses as well, because <br />the $3,600 fee per space will not address the parking needs. <br /> <br />Brown stated that the downtown area must be viable and Council should encourage <br />reasonable downtown development. He noted that he brought the storage space issue <br />'forward in hopes of delineating those spaces on a first level floor on the PUDs. <br /> <br />Simmons noted that elevators shafts should also be exempt. He asked that Council <br />include elevator shafts to the list of exemptions. <br /> <br />City Attorney Sam Light reviewed Section 3, of Ordinance 1376, Series 2002, which <br />amends the zoning ordinance to reflects excludes uninhabitable areas below ground level. <br /> <br />Davidson closed the public hearing. <br /> <br />MOTION: Keany moved that Council approve Ordinance No. 1376, Series 2002, <br />seconded by Sisk. <br /> <br />Davidson offered a friendly amendment to include elevator shafts as an exemption. <br />Keany and Sisk accepted the amendment. <br /> <br />VOTE: Roll call vote was taken.
