City Council <br />Meeting Minutes <br />August 20, 2013 <br />Page 14 of 23 <br />Mayor Muckle requested a City Attorney introduction. <br />City Attorney Light read Resolution No. 44, Series 2013 and Ordinance No. 1639, <br />Series 2013. <br />Mayor Muckle requested a staff presentation. <br />Economic Development Director DeJong provided a brief history of the Grain Elevator, <br />located on the east side of Front Street and south of Pine Street. <br />• Summer 2010 — Decker family listed the property for sale <br />• January 2012 — Decker family applied for Demolition permit <br />• April 2012 — City released RFP seeking partner to save grain elevator <br />• August 2012 - Amterre Property Group agreement approved by Council — <br />(referendum threatened, Amterre decided not to proceed — City took over the <br />purchase agreement for the property) <br />• October 2012 — Public meeting held to seek citizen input <br />• November 2012 — Second RFP for partners released <br />• April 2013 — City Council approved negotiations with Olde Town Group, LLC <br />• June 10, 2013 — Caranci /Hartronft (Louisville Mill Site) submitted purchase offer <br />for grain elevator <br />• July 2, 2013 — Council provided strategy to staff to negotiate an Agreement with <br />Caranci /Hartronft <br />Grain Elevator Sale Agreement: Main Points: <br />• Purchaser will pay $200,000 for grain elevator <br />• Purchaser will submit a PUD and Plat for the Property and Caranci property <br />• Closing will not occur until PUD approved <br />• The Property and Caranci's property will be subdivided <br />• Purchaser will complete a Scope of Work to stabilize the Grain Elevator (based <br />on Phase 1 of the Anderson Hailas Historic Structure Assessment) <br />• City will contribute $500,000 to the Scope of Work ($500K reduced dollar for <br />dollar if City receives more than $132,752 from grants) <br />• Purchaser will have access to the Property for the Scope of Work prior to closing <br />• Grain Elevator Parcel (Lot 2) will be landmarked <br />• Conservation Easement will be placed on Grain Elevator <br />• City will keep Lot 3 until Scope of Work is complete <br />• No build provisions placed on Outlot A <br />• Public land dedication for Property and Caranci's property will be waived <br />• 50% rebate of application fees, permit fees and construction use taxes on <br />improvements to the Property and Caranci's Property through March 31, 2016 <br />
