City Council <br />Meeting Minutes <br />July 17, 2007 <br />Page 5 of 13 <br />SUPPORT FOR THE HOME CONSORTIUM IGA <br />RESOLUTION NO. 34, SERIES 2007 - A RESOLUTION OF SUPPORT FOR <br />THE HOME CONSORTIUM INTERGOVERNMENTAL AGREEMENT AND <br />AMENDMENT NO. 1 TO HOME CONSORTIUM INTERGOVERNMENTAL <br />AGREEMENT <br />Mayor Sisk noted Frank Alexander was in the audience. Mr. Alexander <br />expressed his condolences and respect to Council for the loss of Tom Mayer. <br />Frank Alexander, the Executive Director of the BCHA (Boulder County Housing <br />Authority) and the LHA (Louisville Housing Authority) explained annually, federal <br />grant money from the Department of Housing and Urban Development (HUD) to <br />support low and moderate income housing has historically been available to the <br />individual cities of Boulder (for both CDBG and HOME funds) and Longmont (for <br />CDBG funds) on an entitlement basis, based on population. Other communities <br />(including Louisville) can apply on aproject-by-project basis to the remaining <br />state pool of funds. In July 2006, the entitlement communities agreed to join a <br />larger regional area, termed a Participating Jurisdiction by HUD, consisting of the <br />entirety of Boulder and Broomfield County. This allows for a larger pool of funds <br />to be available on an entitlement basis every year to the two counties, city of <br />Boulder and City of Longmont. An IGA was signed by these four parties. All the <br />signing parties believed that under this agreement Boulder County Housing <br />Authority (BCHA), the agency who contracts for management of the Louisville <br />Housing Authority (LHA), would continue to represent Louisville and advocate for <br />funds on our behalf. Previously BCHA was told by HUD because Boulder <br />County represented Louisville, and the other small communities, Louisville did <br />not need to individually participate in the IGA. Recently Boulder County was told <br />by HUD the City Council needs to participate by way of a required signature. <br />This misunderstanding affects not only Louisville, but Lafayette, Superior, Erie, <br />Lyons and Nederland. Lafayette approved this item at their July 3 City Council <br />meeting. Superior and the additional communities are currently being scheduled <br />for approval. <br />Mayor Pro Tem Brown endorsed the effort by Mr. Alexander's office in <br />establishing a greater pool of funds for affordable housing. <br />Mayor Pro Tem Brown moved Council approve Resolution No. 34, Series 2007 - <br />Council member Yarnell seconded. All in favor.
