City Council <br />Meeting Minutes <br />October 16, 2007 <br />Page 11 of 15 <br />City Manager Fleming stated this is a policy issue and Council is being asked to <br />determine whether the budget should be increased to cover the costs of the <br />enforcement equipment and officer training. <br />Council member Yarnell asked Chief Goodman what would address the noise <br />issue. Goodman stated the issue could not be addressed; it is a fact of life when <br />living in a suburban area. <br />COUNCIL COMMENTS <br />Mayor Pro Tem Brown voiced his concern over city government legislating over <br />inconsiderate neighbors. He questioned where the boundary is for enforcement. <br />Chief Goodman stated motorcycles and diesel trucks are loud vehicles and may <br />be the residents' only means of transportation. He noted if the decibel levels are <br />too low, there will be enforcement issues. <br />Council member Sackett suggested arbitration between the parties. Chief <br />Goodman reported in Mr. Clements case, arbitration was attempted, but <br />unsuccessful as the motorcycle was the sole means of transportation for his <br />neighbor, who went to work apt 4:00 a.m. <br />Mayor Pro Tem Brown was rE:luctant to have local government set up a new <br />judicial arbitration system. Council member Muckle stated an objective <br />measurement standard ordinance does solve the problem. <br />PUBLIC COMMENT <br />Pete Clements, 954 W. Alder Street, Louisville, CO stated there must be a <br />standard and suggested sharing a trained staff person with neighboring <br />communities for noise disturk~ances enforcement. <br />Annie Hughes, 1405 Garfield Court, Louisville, CO suggested other measures <br />homeowners could take in lieu of taking legislative action. She agreed there <br />should be some standards, but felt government cannot legislate neighbor <br />relations. <br />Michael Menaker, 1827 Cho~:e Cherry Drive, Louisville, CO suggested the issue <br />is the time of day the motorc~/cle is idling, which does not require legislation. <br />COUNCIL COMMENT <br />Mayor Pro Tem Brown voiced his concern over the proposed ordinance. Council <br />member Muckle felt there ways value in having an objective standard. <br />
