City Council <br />Special Meeting Minutes <br />October 30, 2007 <br />Page 2 of 12 <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br />None. <br />COUNCIL INFORMATION~-L COMMENTS ON PERTINENT ITEMS NOT ON <br />THE AGENDA <br />Mayor Sisk commented on the success of the October 16 City Council meeting at <br />Monarch High School. He thanked Dave Lee and Staff members for making the <br />arrangements and Council for their willingness to go out into the community. <br />CITY MANAGER'S REPORT <br />City Manager Fleming reported on meeting with the representatives of the <br />potential new owners of Sun PVlicrosystems property. It was determined the <br />projected water and sewer usage is within the capacity of the City's existing <br />system. Discussions are ongoing with the potential owners' engineers. If there is <br />a build out with a certain amount of Class A office space, it might require some <br />upgrading of water and sewer utility lines. <br />The City's health benefits for employees. A City Health Benefits Committee <br />made up of City employees has reviewed health care programs and made <br />recommendations. The City will initiate a wellness program and provide <br />incentives for choosing a highs deductible insurance plan. <br />The City was approached by .a representative for a land owner whose property is <br />adjacent to City Open Space. The land owner wishes to lease or buy City Open <br />Space. City Manager Fleming, Public Works Director Phare and Parks and <br />Recreation Director Robson met with the owner. It was City Manager Flemings <br />opinion that it is not in the City's best interest to lease or sell this parcel. <br />A meeting has been scheduled with Boulder County on November 29, where <br />discussions will include shared computer services. <br />I~EGULAR BUSINESS <br />PROPOSED 2008 BUDGET -PUBLIC HEARING <br />Mayor Sisk opened the public hearing and requested a Staff presentation. <br />City Manager Fleming presented an overview of the 2008 proposed budget. He <br />noted the budget has been ors the City's web site and at the Library and the <br />Police Department for the pa:>t two weeks. He stated the City's budget is the <br />
