Historic Preservation Commission <br />Meeting Minutes <br />August 19, 2013 <br />Page 2 of 7 <br /> <br />Stewart opened the item. <br />Dejong gave a presentation regarding the acquisition of the Grain Elevator and the <br />purchase agreement. He then gave history of the acquisition of the structure. He gave <br />the following details: <br /> Decker’s submitted a demo request <br /> City Council voted to purchase the property <br /> The Old Town Group LLC made an offer to redevelop the property <br /> Randy Caranci and Erik Hartronft offered to purchase the property from the City <br /> Caranci and Hartronft will then submit a PUD to develop the NAPA building and <br />subdivide the property to correct some platting issues <br /> The Grain Elevator must be landmarked as part of this purchase agreement <br /> There is not a commitment to make the Grain Elevator habitable. They are <br />committed to stabilization <br />Questions for Staff <br />Koertje stated the purchase agreement makes it clear the Grain Elevator must be <br />landmarked prior to purchase and wants to be sure everyone understands that. <br />Dejong stated landmarking is a requirement prior to purchasing. <br />Koertje asked if any other grants were sought after to alleviate some of the HPF <br />constraints. <br />Dejong stated the City did apply for a grant in April 2013 and did not receive approval. <br />He stated the City more than likely will reapply in October. <br />Koertje stated the funding elements of the agreement are somewhat concerning, <br />especially in regards to the HPF reimbursements for pay requests. The agreement <br />states the City Manager is responsible for that decision. He stated the HPC should be <br />listed instead. <br />Dejong stated the scope of work before you tonight is intended for your review and <br />approval. <br />Koertje stated there are elements of the agreement, in regards to site improvement <br />costs, which would not qualify for HPF funding. He continued to state soft costs, such <br />as architect and engineering fees should not be included in HPF funding. He <br />recommended the agreement be reviewed to make sure these cost elements are not <br />promised. He closed by stating there are a lot of positives in the agreement as well. <br />La Grave asked how the grant funding, if approved in October, would be included in this <br />project. <br />Dejong stated it would be used to reduce the obligation of the HPF.
