MAYOR 'S <br /> MESSAGE <br /> - Improve the Public's Image of City <br /> Government <br /> - Assist Downtown Merchants in Their <br /> Efforts to Improve Downtown <br /> Louisville <br /> - Improve City Employee Morale <br /> 3 .AwR Z S.7R: <br /> - Improve Communications Between <br /> yk•,' City Government and the Community <br /> - Unite Old and New Louisville <br /> Virtually all of the efforts by City Council and staff <br /> have been directed toward the achievement of these <br /> Strategic Goals. <br /> By mid-1986 and early 1987, the City began see- <br /> ing results from these efforts. Louisville's economy has <br /> improved significantly from 1985 as measured by the <br /> lower unemployment rate and a 12 percent increase in <br /> our retail sales. We have continued to improve the Ci- <br /> ty's infrastructure through the purchase of new water <br /> TO: THE CITIZENS OF LOUISVILLE rights and the completion of key City capital improve- <br /> ment projects.
