RESOLUTION No. 50, SERIES 2013 — A RESOLUTION DESIGNATING THE <br />LOUISVILLE LOCAL LICENSING AUTHORITY AS THE ENTITY <br />RESPONSIBLE FOR PROCESSING APPLICATIONS FOR LICENSES FOR <br />RETAIL MARIJUANA PRODUCTS, MANUFACTURING FACILITIES, RETAIL <br />MARIJUANA STORES, AND RETAIL MARIJUANA TESTING FACILITIES <br />2. ORDINANCE No. 1643, SERIES 2013 — AN ORDINANCE AMENDING TITLE 5 <br />OF THE LOUISVILLE MUNICIPAL CODE TO ADOPT REGULATIONS <br />REGARDING BUSINESS LICENSING AND OPERATIONAL REQUIREMENTS <br />FOR RETAIL MARIJUANA ESTABLISHMENTS — Public Hearing <br />3. ORDINANCE No. 1644, SERIES 2013 — AN ORDINANCE AMENDING TITLE <br />17 OF THE LOUISVILLE MUNICIPAL CODE TO ADOPT REGULATIONS <br />REGARDING RETAIL MARIJUANA ESTABLISHMENTS — Public Hearing <br />4. RESOLUTION No. 51, SERIES 2013 — A RESOLUTION SETTING FEES FOR <br />RETAIL MARIJUANA ESTABLISHMENT IN THE CITY OF LOUISVILLE <br />Mayor Muckle requested a City Attorney Light introduction. <br />City Attorney Light reviewed the resolutions and ordinances before the City Council as <br />follows: Resolution No. 50 establishes the Local Licensing Authority as the entity <br />responsible for processing retail marijuana licenses; Resolution No. 51 sets the fees for <br />retail marijuana establishments in the City of Louisville; Ordinance No. 1643 amends <br />Title 5 of the Louisville Municipal Code and Ordinance No. 1644 amends Chapter 17 of <br />the Louisville Municipal Code. He explained staff's presentation will include all agenda <br />items regarding the regulation of retail marijuana establishments and the public may <br />speak on any of the items during the public hearing process. He read Ordinance No. <br />1643 and No.1644, Series 2013. <br />Mayor Muckle opened the public hearing and a staff presentation. <br />Planner I Robinson explained in November of 2012 Colorado voters approved an <br />amendment to the Colorado Constitution, allowing the cultivation, use, possession, and <br />retail sale of marijuana and marijuana products. The law was signed by the governor <br />on May 28, 2013, and provides guidance for local governments to regulate retail <br />marijuana establishments. He reviewed the second reading amendments to the <br />ordinance and the options available to the Council as follows: <br />
